Public hearing set on proposed 12-month windfarm moratorium; CO2 sequestration moratorium not recommended by APC

Pati McLaughlin of Building & Planning presented the Advisory Plan Commission’s recommendations on moratoriums: a favorable recommendation for a windfarm moratorium lasting up to 12 months, and an unfavorable recommendation for a moratorium on CO2 geological carbon sequestration storage facilities. McLaughlin summarized the purpose of the moratoriums as allowing staff and commissioners time to review and refine the ordinance language. McLaughlin stated the recommendation as a matter of record: “They made a favorable recommendation regarding a moratorium on Windfarms for no longer than 12 months.”
The commissioners voted unanimously to set a public hearing in special session on Monday, July 21, 2025 at 4:00 p.m. in the Jay County Courthouse Auditorium to take public input and consider ordinance changes; the moratorium procedure allows commissioners 90 days to approve, modify, or return the ordinance to the plan commission, after which the moratorium would go into effect if no action is taken.
