City engineer outlines Monarch reconstruction phase and proposes Buffalo Trail roundabout

Rebecca, the city engineer, told the council the next phase of the Monarch Reconstruction project will extend the work up to Buffalo Trail and include water‑line replacement, widening and full pavement replacement. "This project picks up from where we left off just past Burgonaut from last year and we'll reconstruct the roadway up to Buffalo Trail," she said.
Rebecca said traffic counts taken after reopening showed the Buffalo Trail–Monarch intersection does not meet traffic‑signal warrants and that left‑turns from Buffalo to northbound Monarch experience "an excessive delay" during peak (school) periods. To address the failing left‑turn movement, staff proposed a standard single‑lane roundabout placed to limit landscaping impacts on the west side and to make phasing feasible so the city would not need to close both Monarch and Buffalo Trail simultaneously. She cautioned the proposal "has not been approved yet" and next steps include a formal council proposal and contract costs for council consideration.
Council members pressed staff on neighborhood impacts, detour signage and HOA notification. Staff said detour maps are on the city website and door hangers have been distributed to affected blocks; they agreed to target HOA distribution for highly impacted neighborhoods (Forest Park, Oxford and Winterberry) and to monitor queues and tweak traffic controls as work proceeds.
