Commissioners accept EGIS recommendations for owner-occupied rehab bids, authorize contracts

The Jay County Commissioners on June 30 accepted recommendations from EGIS for contractor awards under the Owner-Occupied Rehab (OOR) grant and authorized the commissioner president to sign contracts once homeowners finalize agreements. Chris Nevels of EGIS told the board, “There were 117 total bids from five different contractors, 10 bids received were over budget, 12 were only partially responsive bids meaning they do not cover the entire scope of work and, one property did not receive any bids,” and recommended award lists by contractor and total amounts. Commissioners voted unanimously to accept the recommendations (motion by Duane Monroe; second Doug Horn).
EGIS’s suggested awards included Mooreland Roofing & Construction LLC (8 bids, $87,738), Dave's Heating & Cooling (6 bids, $53,684), Fortitude Consulting LLC (17 bids, $146,521), Mustard Seed Remodeling (3 bids, $34,177.35) and All Circuit Electrical LLC (3 bids, $25,898.10), totaling approximately $348,018. Program administrator Mike Kleinpeter also presented and the board approved a $12,500 amendment to his contract to complete remaining administration work. Kleinpeter said the amendment covers roughly 100 additional hours to close the grant out.
County staff reported there is about $100,000 remaining in the grant to serve five homes; staff expect all work to be completed by Aug. 31, 2025 and said one final round of bids will be opened at the next meeting to address remaining properties. The board directed staff to proceed with homeowner contract signatures and to return any unresolved items to a future meeting.
