The Grant County Court convened a closed executive session at its Feb. 2 special meeting pursuant to ORS 192.660(2)(e) to conduct deliberations with persons designated to negotiate real property transactions.
Meeting materials and the meeting record state that Carol Waggoner, Christal Culley and Natalie Kinion "may remain for the Executive session." Representatives of the news media and designated staff were allowed to attend the executive session, but the board repeatedly noted that "no decision may be made in executive session" and that media were directed not to report on deliberations beyond the general subject matter announced.
The court adjourned to executive session at about 1:54 p.m. and returned to open session at 2:03 p.m. The board then recorded authorization for Commissioner Mitch Wilson and Carol Waggoner to begin negotiations on the matter; legal counsel Audrey Boyer reminded the board that any final offers must be presented at a formal County Court meeting.
