Auditor raises Carosh as alternative to ISAC HIPAA program; board seeks peer references

County Auditor Lisa Plecker reported that she, Max Harlan, and Supervisor Meek met with representatives of Carosh Compliance Solutions to review Carosh's HIPAA service packages and costs. Plecker reminded the board that it had previously authorized Supervisor Meek to sign an agreement with the Iowa State Association of Counties (ISAC) HIPAA program on June 9, 2025, at a cost of $1,950.00. Plecker said the county would receive a credit for the ISAC amount if it signed a Carosh package and noted Carosh could reduce staff time needed for setup and provide additional legal guidance.
Supervisor House suggested Plecker contact neighboring counties that currently use Carosh to understand their experience before making a decision. The board reviewed a packet comparing services and costs but did not take a procurement vote at this meeting.
