Scheller addressed the council, describing his decision as motivated by unfinished departmental projects, recruitment and retention priorities, and implementation of a take‑home car policy and equipment updates. "I will give you my heart and soul for the next 2 years," he said, describing his commitment to complete ongoing initiatives. The council approved the ordinance on first reading by a 5‑0 vote.
