Committee awards Main Street Monroe Pocket Park contract to Harmony Construction

The Finance & Taxation Committee voted to award the contract for the Main Street Monroe Pocket Park to Harmony Construction after hearing from city staff about two bids and the project's funding timeline.

Administrator Wendy told the committee the city received two bids for the downtown pocket-park site on the northeast side of the square and that Harmony's lower bid included a subcontractor list that featured two local subcontractors. Wendy said many project donations are pledged over multiple years and the city's involvement was intended to bridge those pledges so the project could proceed.

City attorney Bartoff warned the committee of procurement risks in turning down the lowest responsible bidder without documented quality or reputational reasons, saying the city typically must accept the lowest responsible price when "all things being equal." After a motion to accept Harmony's bid and a second, the clerk called the vote by voice and the chair announced, "That motion carries, it's awarded to harmony."

The motion was moved by the chair and seconded by a committee member; the committee recorded affirmative voice votes and the motion carried. Staff said they will advance the contract recommendation to the common council for final action and begin coordination with the selected contractor.

The committee's decision was influenced by a matching-grant timeline staff described as time-sensitive; Wendy said the city faces a grant requirement that expects project expenses before the end of the year to secure matching funds.
