Jeff Nysos, the county property code administrator, said multiple organizations have been meeting and that needs estimates vary, but "there is a need currently of probably at least 10 units at this point," reflecting immediate shelter demands. Members discussed partnerships with nonprofits including Family Promise and the Salvation Army, the zoning changes that would usually be required to convert potential commercial properties to shelter or mixed‑use housing, and the resources needed to manage a facility.
Committee members suggested nonfinancial support—zoning assistance, letters of support, or writing a joint ARPA application with the county—could be options. One member recommended RDA sign a letter of support while staff and partners finish funding and operational plans. Staff said the city also has affordable‑housing funds from the closure of TID 6 that could be available for qualifying projects and that the RDA could consider referrals or partnerships rather than direct long‑term operation.
