Planning staff reports modest uptick in hearings, highlights projects and short-term rental registry

Melissa presented the Planning Commission's annual report for June 2025 through May 2026 and highlighted a 9% increase in hearings (69 this year vs. 63 the prior year). She summarized project highlights: four residential projects, three involving rezoning/platting/annexation, a PD residential project for Hilltop Mall that was approved by the city commission, and several commercial replats and ETJ subdivisions.
Melissa said many rezonings approved by the commission were intended to provide flexible transitions between residential zoning districts and noted a project (Keneally Agricultural Market) was recommended by the commission but denied by city council. She also said, "we have probably about 10 registered" short-term rentals at this time, that enforcement has begun and one code-enforcement violation was resolved.
Commissioners asked about short-term rental registration and Melissa said staff had contacted platforms to notify them of the registry and that some operators remain unregistered. She and commissioners discussed running additional housing-unit projections that account for rezonings and plats to better estimate potential build-out.
