The Woodbury County board voted unanimously to buy a new rescue truck from Barry Ford at the bid price of $60,980 and to fund the purchase from county gaming funds.
Drew Beyer of Emergency Services presented competing bids and recommended the Barry Motor/Barry Ford offer, saying it included additional communications and equipment options that fit the department's needs. "Barry Motor provided the bid of $60,980," he said, and noted other bids listed in the agenda were lower but lacked some specified items.
Board members said they had learned in a call with legal counsel Jason Kaminski and Budget Director Ryan Erickson that House File 718 no longer allows the county to use CIP funds to purchase vehicles. Chair (speaker labeled 1) said the county had allocated $90,300 in CIP for the truck but proposed paying from gaming funds now and reallocating the $90,300 to another CIP project later. "What we could do and what I would like to see done is that we approve the purchase of this truck and it come out of gaming," the chair said.
Nelson moved approval of the purchase and Carper seconded; the motion passed 4-0.
The board's discussion emphasized the practical effect of state-level changes to county financing rules and the need to keep emergency equipment reliable while staying within the new statutory limits.
