The Smithville Board of Aldermen approved an ordinance amending the zoning code to authorize accessory dwelling units after discussion about how ADU permits will be processed.
Alderman Hartman (S7), who moved the bill, asked for and received clarification that each ADU application would initially be a conditional-use permit reviewed by planning and zoning and then submitted to the board until staff and council agree on administrative parameters. “Anytime anybody wants to come to the city with an ADU… it’ll be a conditional use permit that would go through planning and zoning, and then to us,” Hartman said, describing the phased approach to potential administrative approvals once staff is comfortable with the standards.
Council members praised the lengthy planning work and noted staff and planning had performed extensive research and community review before the ordinance reached the council. The bill passed on a recorded 6-0 vote.
Staff and planning officials said they will return to the council with recommended criteria that — once tested — could allow staff to approve ADU applications administratively.
