Planning Board approves home daycare permit for 55 Kimball Hill Road

The Hillsborough Planning Board on Feb. 19 approved a change-of-use waiver allowing a home daycare, Maggie’s Happy Hens, to operate at 55 Kimball Hill Road.
Planning Director Robyn Payson introduced the application and said the applicant had obtained the necessary Special Exception. Margaret Van Camp told the board she expects to enroll mostly preschoolers, likely 3–5 to start and “probably up to 11 because she has a newborn and he counts in the day care,” while the licensing cap remains 17 children. Van Camp said, “it will be a high-quality program and we really want to support families that are working.” She gave hours of operation as 7:00 a.m. to 5:00 p.m.
Van Camp said her property is about 11 acres and that children will sometimes take supervised nature walks to observe chickens, goats and honeybees; she plans a small fenced play area even though a fence is not required because the house is not close to the road. She also noted state licensing requires a second adult once enrollment exceeds five children and said she has a licensed teacher available should that be necessary.
Steve Livingston moved to approve the Change of Use/Waiver of Site Plan Review for the home business; James (Jim) Bailey seconded and the motion carried unanimously, per the meeting minutes.
