Planning board recommends approval of ordinance to streamline murals and sculpture rules

Planning staff presented Ordinance 2026-02, an LDR amendment to define sculptures and create consolidated rules for murals and attached sculptures, including permits, design standards and board review. The board voted to recommend the city commission adopt the amendment.
Scott Rodriguez, planning staff, said the ordinance cleans up duplicate mural regulations in the sign code and expands where murals and sculptures can be located while keeping design and permit requirements. "This is really, an ordinance to define what a sculpt what a sculpture is and creates rules for murals and sculptures including permits, design standards, and board review," Rodriguez said. The board moved to recommend adoption to the commission and approved the recommendation by voice vote.
Members asked whether the changes would permit rooftop sculptures and other large attached pieces; staff said the amendment expands allowable locations but maintains design standards and review steps. The board’s recommendation sends the draft ordinance to the city commission for final action.
