Staff said contractors’ variable performance has required repeat follow-up and that the in-house model would increase accountability and consistency; estimated initial equipment outfitting was about $60,000 but could be closer to $75,000 depending on final specifications.
"What we're gonna try and propose here tonight is that we eliminate the contract with snow removal services," said a staff member (speaker 3). Staff recommended soliciting bids and returning to the board with specific procurement options in August, executing purchases in September and training crews in October; a general-fund budget amendment would be required to cover the capital cost.
