Separately, the council discussed opening a public bid process to replace the center‑pivot irrigation system at the city's wastewater lagoons but tabled that item pending more information about alternative solutions. The minutes include an attestation line showing the minutes were "passed in session and approved" Nov. 18, 2025, and the transcript includes a garbled clerk signature block that the clerk later certified.
