Land use staff (Shannon McBride) reported unpermitted installations including three electrical pedestals and multiple septic cleanouts, and said neighbors had complained about off‑highway‑vehicle activity, fire concerns and disturbances. Daniel Cole of the Southwest Utah Public Health Department confirmed "the septic system was not permitted for the requested number of RVs." Commissioners discussed whether repeated temporary uses should prompt a zoning change; after consideration Larry Crutchfield moved to deny the permit, Mason Haycock seconded, and the motion passed unanimously.
