"So when we come up to the action item, then it would be transfer limit set to 3," Chair (speaker 1) said as the board moved to formalize the limit. Director (speaker 5) moved to set the limit to three per grade and the board approved the motion. During discussion earlier in the meeting, the superintendent described how transfer limits provide leverage when multiple interdistrict requests arrive for a grade that already has high enrollment, particularly in elementary grades where a handful of seats can materially change class size. The board directed administration to carry the limit forward in the district's published transfer guidance and to include criteria and exceptions in the administrative regulation.
