Board approves Suisun City ROPS but denies a $6.5M parking-lot rehab request from RPTTF

Board members probed how the city reviewed construction cost estimates and who vetted them for accuracy. Nick Lozano, identified as the city engineer, said the $5.9 million estimate for the North Basin parking-lot rehabilitation was preliminary and prepared by a third-party consultant (Bletch and Associates) to cover design, construction, administration and geotechnical work; the city will refine the estimate as more information on elevations and extent of work becomes available.
Several board members objected to using property-tax (RPTTF) funds to cover a large rehabilitation that they described as primarily a city benefit. The auditor's office clarified that the requested funds would come from RPTTF. After debate, the board approved the ROPS but excluded the large $6.5 million rehabilitation line item (approving the remainder); the action carried by roll call, 6-0. Board members asked staff to present future ROPS line items on-screen to improve clarity at future meetings.
