Scott told commissioners short-term rentals (Airbnb/VRBO) would be defined as furnished dwelling units rented for stays under seven days and noted that operating such rentals in the unincorporated county is often a zoning violation today. "Airbnb, VRBO, that's what we're talking about," Scott said, and proposed adding a county definition that would require either an administrative permit or conditional use and renewal every five years.
Staff recommended operational limits and procedural safeguards: a manager or owner contact who can respond and is based within 30 miles, posted contact information, a prohibition on gatherings of more than 20 adults unless a conditional use is approved, adherence to applicable codes and a complaint-driven enforcement approach. Scott told the board staff had reached out to the appraiser's office about tax treatment and that further data would be provided to commissioners.
