Board appoints Janine Harris to fill unexpired auditor‑controller term

The Solano County Board of Supervisors on Feb. 11 voted unanimously to acknowledge Acting Auditor‑Controller Sheila Turgo’s notice of retirement effective Feb. 28, 2025, and to appoint Chief Deputy Auditor‑Controller Janine Harris to fill the unexpired term.

Ian Goldberg, assistant county administrator, told the board staff had included in the report “the details on the process for filling a vacant elected position,” and outlined options and requirements specific to the auditor‑controller’s office before asking for direction from the board. The board split the procedural motions to first acknowledge Turgo’s service and then take action on the appointment; both votes were ordered by the clerk as 5‑0.

Chair (presiding) welcomed Harris forward after the vote and said, “She’s the auditor. As of about 30 seconds ago,” noting the immediate nature of the appointment. Board members offered congratulations and proposed a photo and an opportunity for Harris to speak at a later, less‑formal moment.

The staff report provided to supervisors was referenced as containing the legal options for filling an elected vacancy; the board did not debate alternatives at length and directed staff to proceed with the appointment process established in that report. The board scheduled a formal acknowledgement of Sheila Turgo’s service at a future meeting.
