The Tonkawa City Council approved the minutes of its Sept. 16, 2025 meeting and later approved payment of claims after a councilmember asked for clarification. Mayor Stacy Burns called the Oct. 21 meeting to order at 5:30 p.m., and Councilman Charles Conaghan moved to approve the minutes; Councilman Kenneth Smith seconded. The roll call recorded four ayes (Harris, Conaghan, Burns, Smith) and one absence (Councilman Reece Simpson).
Councilman Brandt Harris asked that the September payment-of-claims be removed from the Consent Agenda because "he had questions on several items." After City staff provided details, Conaghan moved and Smith seconded approval of the claims. The council again recorded four ayes and no nays. The motions completed routine business so the council could proceed to reports and new business later on the agenda.
