SW Indiana VA briefs commissioners on new county service‑officer requirements under state law

Kevin Hinton, a Southwest Indiana representative of the Indiana Department of Veterans Affairs, provided the required biannual briefing to the Daviess County commissioners and summarized several requirements that took effect Jan. 1, 2026 under Indiana Code 10-17-1-9.
Hinton told the board that county service officers must be employed at least 1,000 hours per year to be accredited with the VA and that offices must post hours, address and contact information. He also said offices need reliable internet, a computer capable of the claims management system, a PIV‑compatible smart‑card reader, scanner, fax uploader, electronic signature pad and an active PIP card. "The county service officer to be accredited with the VA has to be employed for 1,000 hours a year," Hinton said. He added that the CBSO must attend a four‑day training at the Johnson County Armory in Franklin and meet key performance indicators to comply with state standards.
Commissioners received the briefing for their records; no action was recorded in this meeting to change local staffing or office arrangements.
