Code-enforcement staff reported at the meeting that the unpermitted synthetic-turf installation at 1460 South Treasure Drive has been under enforcement since December 2023 and began accruing fines in April 2024.
"365 days that has been accruing fines, and the property would be at approximately $91,000 in fines," the code-enforcement representative said, describing the department's practice of running fines up to the one-year mark and then seeking magistrate direction. Staff said the magistrate is typically asked to allow a final compliance window of 30 days; if the owner does not comply, fines are capped and a lien may be recorded on the property.
Planning staff noted the owner filed a building-permit application in April 2024 and that the pending ordinance changes complicated timing for administrative resolution; staff also said fines can typically be mitigated if the property is brought into compliance before magistrate action.
