Highway supervisor says Bright Speed crews worked without permits, utilities out of spec

During the highway department update, Daviess County Highway Supervisor Chris Winkler told commissioners the county has received several claims related to Bright Speed utility work that was performed without county permits.
Winkler said county records and inspections indicate Bright Speed "never provided permits and even if they do have them, the utilities installed are not within the proper depths of the County requirements." He asked the board to note the issue while staff explores remedies for damaged utilities and noncompliant installations.
No formal action specific to Bright Speed was recorded at the meeting. The county will continue to evaluate claims and whether enforcement or remediation is required.
