Commission approves 4% increase for county trash contract; commissioners debate re-bid timing

Joe Thomas presented the Board of Bids and Contracts recommendation to accept change order No. 3 for county trash collection services, requesting a 4% price increase from Waste Connections of Kansas for the final year of the contract.
Commissioner Howe and others pressed for more detail on cumulative increases and whether the county should re-bid immediately rather than accept the extension. Howe said the cumulative increase over the life of the contract amounts to about 16% and suggested the county might get more competitive pricing if it solicited bids sooner. "I don't know that the bid process was a perfect story," Howe said, urging consideration of going back out to bid now instead of accepting the final-year increase.
Joe Thomas and staff recommended finishing the final contract year with the 4% increase and reported the county will go to bid in mid-2025 (around June–July). The board approved the Board of Bids and Contracts report and the change-order recommendation in roll-call, with one no vote recorded (Commissioner Howell) and the motion carrying.
