Preserve at Birch Lake homeowners and city explore sewer connection, financing options

City Administrator John Pechman updated the Chisago City Council on June 23 about wastewater troubles at the Preserve at Birch Lake development and options for future sewer service.
"Extending sewer service along Highway 8 toward Greenway Avenue may be a more feasible option than extending service through Old Towne Road," Pechman said, and he described state financing programs under consideration, including a potential low-interest loan structure in which the City could serve as a conduit for funding. Pechman also referenced a similar approach being pursued by the City of Wyoming for another development experiencing sewer issues.
Chris Peloquin, president of the Preserve at Birch Lake Homeowners Association, told the Council the association is "exploring costs and would like to remain in communication with the city as additional information becomes available." Council discussion focused on the timing of the Highway 8 reconstruction project, the potential scale of City participation costs, preliminary cost estimates for sewer extensions, and the need to coordinate with property owners, the township, county and state agencies.
No formal action or vote was taken; the item remains for further study and coordination. The Council did not adopt a financing plan or commit City funds during the meeting.
