Council advances supplemental budget and Main Street snow-removal ordinance on first reading

The Milbank City Council on Oct. 13 approved first readings of two ordinances affecting the budget and snow removal enforcement.
Ordinance 859, the 2025 Supplemental Budget, was presented as funded largely by state and local grants and bond proceeds and received a unanimous roll-call vote for first reading. Council also approved first reading of Ordinance 860, aimed at expediting sidewalk and street snow removal on Main Street between 4th Avenue and Railway Avenue; council amended section 12.44.040 so that violations would be reported to the City Administrator. The motion for Ordinance 860, as amended, passed 6-0.
City staff characterized the changes as intended to prevent repeated returns by the street department to clear streets when property owners move sidewalk snow onto already plowed roads. The ordinances will return for a subsequent reading, committee review and public notice as required by city code.
