Westfir earmarks $40,000 interfund loan to clean wastewater tanks after E. coli permit violations

Budget Officer Nicole Tritten told the Budget Committee on May 14 that the proposed budget includes a $40,000 interfund loan from the Sewer Reserve Fund to the Sewer Fund to pay for pumping the two primary tanks at the wastewater plant. Tritten said solids buildup in the tanks had contributed to permit violations for E. coli in December 2024 and April 2025, and that previous annual removals had been insufficient to address long-term accumulation.
The interfund loan is recorded in the Sewer Fund Requirements (Materials and Services) under a newly added line, Solid Waste Removal/Cleaning Tanks (loan). Tritten stated the interfund loan must be paid back in FY2026—6 and that, with no other resources available in the Sewer Fund, a bank loan will likely be needed to repay the Sewer Reserve Fund. The committee incorporated this change into the adopted FY2025—6 budget.
