"I believe that Paul is satisfied with those responses," the solicitor said, noting outstanding engineering and sanitary-review comments from Pennoni Associates and the need for recording and administrative fee reimbursements. The motion to approve the final plan, "subject to the conditions in the motion," was moved and seconded and carried 5–0. The solicitor said staff will require homeowners-declaration documents prior to final plan release to ensure plan conditions carry forward.
