GCED noted negotiations for teachers were on track, a change in insurance vendors (MetLife) produced an approximate $6,000 saving, and data showed reduced use of restrictive procedures for the cohort of students requiring those supports.
GCED staff also presented a multi‑year fund‑balance graph and cautioned member districts that cash‑flow and statutory borrowing limitations constrain options; one presenter said a fund‑balance policy target (7–15%) is not currently met and that member districts must plan for shared impacts. Board members asked for continued monitoring and for GCED to bring specific fiscal scenarios to the board as they are refined.
