Finance staff warns restricted grant funds cannot be reallocated; outlines process for addressing cost spikes

During the Q&A, a committee member asked what the district does when unexpected operating costs rise, such as higher diesel prices for buses. Melanie Nees said contracted vendors typically pass operating cost increases to the district and that the administration builds estimates (using CPI and product indices) into next year's projections.
Nees also emphasized that special revenue funds cannot be reallocated outside their authorized purpose. "So I can't use those funds for anything but that specific expenditure," she said in reference to grants such as IDEA. She explained that reallocation to other programs generally requires a board presentation and, if the change exceeds statutory thresholds, a supplemental budget hearing with committee members may be required.
The administration said it monitors budgets monthly, will pull back on nonessential spending if necessary, and would bring reallocation proposals to the board and the committee where required. Nees added that, in extreme cases, ODE has provided additional resources to help districts absorb unexpected costs.
