Nees explained how the Oregon Department of Education sets district estimates on a biennial basis and that allocations use average daily membership and a three-year rolling average to smooth enrollment changes. She said a district's state allocation also reflects local property tax estimates and that the biennium is typically split between funding percentages in the two years (presenter noted a 49%/51% split for the current biennium snapshot).
The director stressed that small changes in enrollment can have an outsized effect on revenue and that the committee's role is to review forecasts, local taxes, grants and expenditure plans, asking questions where needed before voting to approve the proposed document for board adoption.
