Budget committee receives training on role, timeline and resources

District finance staff walked the Yamhill Carlton SD 1 budget committee through a resource binder, the committee's authority and limitations, and the review timeline ahead of the proposed budget meeting May 4 and the board's July 1 adoption deadline.
Susan Fitzgerald, board chair, opened the session and Melanie Nees, the district's director of finance, led a training on the budget committee's role and the materials provided to members.
Nees said the committee's purpose is "to ensure transparency and accountability in district finance" and to "represent the community's perspective and priorities" by reviewing and approving a proposed budget document for the school board to adopt. She emphasized limits on the committee's authority: "They cannot negotiate salaries, or set those salaries. Those are done through negotiations. They cannot change employee benefits... You cannot direct an individual's hiring or firing decisions for the district." (Melanie Nees)
The finance director distributed a binder with a budget calendar, a slide deck, the Oregon School Boards Association resource links, and the Oregon Department of Education program budgeting and accounting manual. Nees told members the binder is for reference and encouraged one-on-one follow-ups for detailed questions before the committee's public review meeting.
The training concluded with a reminder that the budget committee will review the proposed budget at the next scheduled meeting and send an approved proposed document to the board for adoption. The board must adopt a balanced budget by July 1 for the district to open schools and receive funding.
