Public comment was taken from attendees in the Concourse Theater and from online participants.
The proceedings were briefly recessed at 2:54 p.m. and reconvened at 3:07 p.m. After taking appearances and opening the hearing record, ALJ Behrens continued the merits hearing to June 29, 2026, at 8:30 a.m. in the Concourse Theater, Suite C50 of the Will Rogers Memorial Office Building.
