Supervisors review capital projects, delay AV purchase and note software subscription costs

Supervisors agreed to retain a GIS-based mapping application in the draft budget and noted that modern software purchases are subscription-based and carry ongoing annual costs.
No formal votes beyond the recorded direction to remove the Pickle Block and postpone AV equipment were recorded; the items remain subject to future review as studies and complaint reports are completed.
