Study: crosswalks at two Eureka sites "not warranted," city told; vegetation trimming recommended

Shay told the council that two recently completed pedestrian-crossing studies concluded both the elementary-school crossing and the 'old bank' crossing "are not warranted." She said the elementary-school crossing scored 15 points while a score of 30 is required for a marked crosswalk and recommended trimming overhanging vegetation on private property to improve the westbound pedestrian-crossing sign's visibility.
"If the existing crosswalk is kept, it is recommended that the vegetation be trimmed in front of the westbound pedestrian crossing sign to improve visibility," Shay said during the presentation. She also noted the city does not plan to remove the existing crosswalk and that for the Highway 6 location, the city would likely need to work through UDOT for changes.
Council members asked whether the city can appeal the study results and why another nearby crosswalk met criteria while this one did not. A council member noted a prior fatality near one crossing and said that event led to installation of a crosswalk there. Shay said school-district discussions may also have influenced earlier decisions and offered to forward the full 25–35 page studies to any council member who wanted to review the methodology in detail.
The council did not take action on the studies at the meeting; members asked staff to circulate the study documents and to explore whether trimming the vegetation could be completed by the property owner or pursued through city code processes.
