"If it's under parks, then they put in the code for parks," a staff speaker said, describing the timesheet coding system used to justify budgeted hours.
The council did not amend budget line items during the meeting; members emphasized transparency in recordkeeping and the need to provide requested vendor and spreadsheet information to state auditors in coming weeks.
