NCDOT engineer says Commerce–Madison signal 'no longer warranted'; council sets public hearing

Council discussed removing traffic signals at Commerce & Madison (and Madison & Walker) after staff said NCDOT had reviewed signal warrants. Aaron Lebow, introduced in the meeting as the new district engineer, told council the signal no longer meets the warrant and described trade-offs between signal removal and 4-way stops.
"So my understanding is that, yeah, that signal is no longer warranted," Aaron Lebow said, describing how reduced traffic volumes affect signal warrants and noting that replacing the signal with other control measures (for example, a 4-way stop) has safety and operational implications.
Council members asked about left-turn operations, enforcement and how changes would affect truck traffic; staff said any change would require a formal request from the city and coordination with the division for access. Miss Page made a motion to advertise a public hearing to consider removing the signals at Madison & Commerce and Madison & Walker; the motion was seconded and council moved forward with scheduling the hearing before any permanent removal.
