Jack Schoolfield, a resident of 113 East Calhoun Street, told the council that heavy rain left the drainage ditch on his block clogged or not draining, leaving more than a foot of standing water on the street and flooding Felix Smith Park. "It was more than a foot underwater," Schoolfield said, and he said the flood put his garden and chicken coop under about 13 inches of water and caused water intrusion to his crawl space.
