Cecil Nance identified himself as a retired U.S. Army engineer and commended the council for listening to residents’ concerns. He recommended that the city begin posting engineering plans and timelines publicly and said he would recommend residents consider flood insurance: "I do recommend any citizen that lives in Whiteville ... to go ahead and purchase flood insurance," he said.
Nance told the council there are engineering firms available to apply funds and correct problems but stressed that coordination between residents, volunteers and local government is needed to move projects into construction. He also suggested posting plans on the council’s website so citizens can track progress and timelines.
