Council hears $2 million concrete vs. $400,000 asphalt estimate to rebuild E Street

City staff presented cost estimates for E Street and outlined trade-offs between a full concrete rebuild and an asphalt option.
"This the, estimate so far for E Street, if they move all the utilities underneath, fix the catch basins, and move concrete, would be around 2,000,000 if it's concrete. If it's asphalt, then they would take it down to a certain level for asphalt... We're probably looking at around 400,000 if they did asphalt," a staff member said, explaining that utility relocation and drainage work drive the higher price for concrete reconstruction.
Speakers emphasized that engineering recommendations will determine necessary drainage improvements and edge treatments, and that recent nearby gas leaks and the condition of catch basins complicate the technical decision. No final procurement or scheduling decision was made during public comment.
