Grants director: Nevada Grants Lab remains a city partner; CDBG usually funds direct-benefit programs

Leslie Nicks, identified in the meeting as the director of the city's grants department, described the city's relationship with Nevada Grants Lab and how the city uses subawards and partners to target benefits to residents. "The Nevada Grants Lab has an ongoing subaward agreement with the City of North Las Vegas, and they provide services to local nonprofits and nonprofits that benefit the City of North Las Vegas businesses and residences," she said, explaining the lab helps with outreach, application development and vendor identification for highly competitive grants.
Nicks said the city sometimes supports community partners who then become the eligible entity for HUD or other federal grants, giving the city a way to focus benefits on North Las Vegas residents even when the city is not the primary applicant. She cited a recent example — an ARR program funded through CDBG that led a community partner to secure a HUD grant focused on HVAC assistance for seniors, veterans and people with disabilities — as a model for building partner capacity.
