Engineers flag earthwork, permitting and haul impacts for Apex 2920 reservoir construction

Michael Fang, a senior civil engineer with the city's Public Works department, briefed the board on construction challenges tied to the proposed Apex 2920 reservoir site. He estimated approximately 300,000 cubic yards of cut and about 6,500 cubic yards of fill for a net cut near 294,000 cubic yards, noting that the volume will generate a significant number of truck trips.
Fang said the site is in steep mountainous terrain that requires careful grading and access design; the team expects to limit access road slopes to a maximum of 10 percent and to build perimeter security features. He also described permitting and regulatory hurdles due to utility corridors and the need for legislative and technical corrections to facilitate construction logistics.
The engineers and presenters urged the board to consider haul impacts and permitting timelines in sequencing construction packages, and noted SNWA will transfer ownership and O&M responsibility to the city after construction is accepted and the bill of sale executed.
