Board hears staffing strain as Universal Prekindergarten expands across districts

Children's Services Director Vicki Markss reported repeatedly across meetings that Universal Prekindergarten (UPK) is expanding rapidly in every district and is having material effects on CCOE preschool staffing and program operations. At the August 10 meeting Markss said UPK is growing rapidly and Children's Services will partner with district TK programs; she reported receiving 26 resignation letters in one period as districts recruited early‑childhood teachers.
Board members and staff discussed credentialing requirements, loss of staff to district UPK positions, and options including offering higher salaries, “thinking outside the box” for programming, and collaboration to sustain preschool services. The Board noted the issue will be ongoing and expected updates and staffing plans in future meetings.
