Board delays revision to harassment nondiscrimination policy; first/second readings advance other attendance and expulsion policy changes

The Board conducted first and second readings on several policy changes (interdistrict attendance appeals and expulsions) and debated revisions to BP 5145.30 (Nondiscrimination/Harassment), failing a vote on revisions on Sept. 11 and later shelving additional revision pending state CDE guidance on AB 1078.
The Board considered multiple policy updates over the 2024–25 cycle. In July 2024 the Board took up first readings of BP 5010.40 (Appeals of Interdistrict Attendance Agreements) and BP 5012.00 (Appeals of District Expulsions) and approved transferring a procedural form from Board Policy into an administrative Interdistrict Attendance Appeal Handbook to allow faster updates.
On Sept. 11, 2024, proposed revisions to BP 5145.30 (Nondiscrimination/Harassment) failed to pass (two ayes, two nays, one abstain). Board members later elected to shelve further revisions to BP 5145.30 until the California Department of Education issues guidance under AB 1078; that shelving motion passed at the Nov. 13, 2024 meeting. Staff emphasized that awaiting CDE guidance would help ensure compliance and reduce the need for repeated edits.
