Board approves 2024–25 budget and LCAP amid multi‑year deficit projections

The Colusa County Board of Education approved the 2024–25 Local Control and Accountability Plan and adopted the Colusa County Office of Education budget following a public hearing held June 17–18, 2024. Assistant Superintendent John lthurburn presented the LCAP goals for S. William Abel Academy, and Director of Business Services Angelina Guizar reviewed Form 01 and the multiyear projections.
Guizar told the board the 2024–25 budget is projected to spend $435,955 more than anticipated revenues, with continuing but declining deficits projected for 2025–26 and 2026–27. The board discussed capital outlay related to the purchase of five portable classrooms and staffing increases as drivers of the shortfall; staff said the deficits are expected to narrow in subsequent years. The motion to approve the 2024–25 budget carried with four ayes and one absent member.
The approval followed earlier audit and accounting reviews that reassured trustees about the district’s financial reporting. As auditor Jesse Deol told the board in January about the prior-year audit, the report was “clean and unmodified,” and he said that was “the best opinion an auditor can give.” Board members said they would continue monitoring state budget changes and multiyear projections at future meetings.
The board also approved the 2024–25 LCAP, which sets goals for academic rigor, postsecondary preparation, a licensed social worker for SWAA, and a multi-tiered system of support. Assistant Superintendent lthurburn noted SWAA enrollment and specific program supports to meet student needs.
