CHAWANAKEE UNIFIED SCHOOL DISTRICT — The Board of Trustees convened a special meeting Sept. 5, 2024, at Minarets High School and adopted the agenda before moving into closed session to discuss a public-employee appointment for the superintendent position under Government Code Section 54957. Board President Barbara Bigelow opened the meeting at 5:04 PM; the board confirmed a quorum with five members present (Barbara Bigelow; Seth Waltner; Jessie Hutchens; Elisabeth Parish; Jack Thornburg, remote).
Vice President Seth Waltner moved to adopt the agenda; Elisabeth Parish seconded and the motion passed unanimously. At 5:05 PM the board opened public comment limited to closed-session items and then voted to convene a Closed Session. The Closed Session agenda item was recorded as: "Public Employee Appointment/Discussion — Government Code Section 54957: Position: Superintendent." The board returned to Open Session at 6:44 PM. The minutes state there was "No reportable action" following Closed Session. A motion to adjourn at 6:46 PM carried unanimously. The minutes were submitted by Melanie Burton, Administrative Assistant and Clerk of the Board (dated 10/8/24).
Why it matters: School board closed sessions about superintendent appointments are the step where trustees may interview candidates or discuss personnel matters not subject to disclosure under state law. The minutes provide the legal citation used to justify a closed session (Government Code Section 54957) but record no reportable action, leaving any personnel outcomes or next steps off the public record in these minutes. The board did not announce a public vote or appointment during Open Session.
