County Williams visit finds teacher misassignment at Mountain Oaks High School

The Board of Trustees heard the 2024 Williams Annual Report from Madera County Superintendent of Schools representative Susan Pennell. The report covered verification of sufficiency of textbooks and instructional materials, the adequacy and safety of facilities, posting of the uniform complaint procedure, review of School Accountability Report Cards, and teacher credentialing. The minutes record that corrective action was taken on most items identified during the visit.
Pennell told the board the visit produced a teacher misassignment finding at Mountain Oaks High School. When Trustee Elisabeth Parish asked whether the district needed two copies of each textbook, Pennell clarified, "we do not, we only need to provide one for each student and the student would be able to take the book home." The board received the report as information; there was no formal corrective-action motion recorded in the minutes beyond the statement that corrective actions were taken during the visit.
The Williams process requires local education agencies to verify material sufficiency and other compliance elements and to report findings to the governing board, the county board of education, and county supervisors. The superintendent and site principals will follow up on credentialing and assignment issues noted in the report.
