Dog-walking access and protest accountability raised in public forum

At the Nov. 5 second public forum, resident Elaine Jefferson urged the council to allow dog-walkers in Sun City Aliante to continue using soccer fields off-hours without tethering until a dedicated dog park is completed, citing seniors' mobility needs and limited nearby alternatives. Jefferson gave her name and address for the record and asked the city to resolve the confusion with animal-control enforcement.
"We currently have been involved in a ball of confusion where... the animal control has stated that we cannot [use the fields untethered]," Elaine Jefferson said, asking the council to permit off-hours untethered use for dog walkers until a dog park is constructed. The presiding officer and staff indicated they would have staff talk with Jefferson after adjournment.
Another public commenter, Dutch Harbor, criticized councilmembers for not attending multiple protests on Oct. 18 and urged elected officials to 'stand with' community protesters. "But each of you made a choice to ignore that invitation," Dutch Harbor said, calling on leaders to demonstrate solidarity. No formal council action was taken during the forum; staff follow-up on the dog-walking question was requested.
