Sergeant Leon Al Hurst presents SRO annual review: thousands of student contacts reported

Sergeant Leon Al Hurst delivered the SRO unit's 2025-26 year-end review, describing assignments, training and program metrics for Shawnee Mission, Saint Thomas Aquinas and Blue Valley school districts.
"My name is Leon Al Hurst. I am a Sergeant, for our department and currently oversee the Blue Valley School District, SRO unit," he said as he opened the presentation. He described the unit's core responsibilities, NASRO certification for SROs and partnership work on e-bike and e-scooter safety presentations.
Hurst presented activity data for the Shawnee Mission and Saint Thomas Aquinas coverage: 95 classroom presentations with about 2,300 student attendees, roughly 2,000 student contacts and 292 school functions attended by SRO staff. For Blue Valley the report listed 136 classroom presentations with about 5,600 student attendees, nearly 8,000 student contacts, 861 requests for assistance and 151 critical reports.
Hurst also noted policy alignment with federal guidance: "The Department of Justice guidelines, was presented last year at this meeting, in 2025. Since then, the Department of Justice, the guidelines, it's, evolving best practices, which we've taken those practices and updated into our, memorandum of understanding," he said, and added that the department aligned SOPs to reflect those evolving practices.
Committee members asked for details on "parent contacts" and NASRO timing; Hurst said parent contacts include many call types (discipline, medical notifications) and that the department tries to send new SROs to NASRO training in summer months before school starts.
